If the authority in power does not bother to take due and timely action against those who openly commit seditious acts and openly give seditious statements, then take it for granted that either (i) the authority in power is also a party to the sedition, or (ii) the authority is passing its time to remain in power till it is mandated out by the people.
Hindi Translation: जब सत्ताधारी शासक लोगों द्वारा राजद्रोही गतिविधियों व राजद्रोही बयानों के विरुद्ध उपयुक्त व सामयिक कार्यवाही करने में असमर्थ होते हैं, तो समझ लिया जाना चाहिए कि या तो (i) सताधारी स्वयं ही राज्द्रोहियों के साथ मिले जुले हुए हैं, या फिर (ii) सत्ताधारी अपनी सत्ता की भूख में अंधे होकर तब तक समय बिताना चाहते हैं जब तक उन्हें समाज निष्कासित न कर दे।
