INDIA - DEMOCRACY SHUNGLU COMMITEE REPORT August 04, 2016:   The Delhi High Court ruled that the Lt Governor is the administrative head of Delhi and held decisions taken by the Delhi government without consulting the Lt Governor as illegal.
