Dec 30, 2002: The Rafale deal
started with the procurement of 126 fighter jets which gradually
switched to a 36 fighter jet deal. It all started on this day,
when Defence Procurement Procedures (DPP) were adopted to
streamline procurement procedures.
Aug 28, 2007: On this day, the
Ministry of Defence issued a Request for Proposal for
procurement of 126 MMRCA (medium multi-role combat aircraft)
fighters jets.
Jan 30, 2012: In May 2011, the Indian
Air Force (IAF) shortlisted Rafale and Eurofighter jets for the
air force. On this day, the French-based company Dassault
Aviation's Rafale aircraft came up with the lowest bid and
gradually the shift focused from 126 aircraft to 36 aircraft.
Jan 31, 2012: Ministry of Defence
announced that Dassault Rafale had won the MMRCA competition to
supply Indian Air Force with 126 aircraft along with an option
for 63 additional aircraft. The first 18 aircraft were to be
supplied by Dassault Aviation fully built and the remaining 108
aircraft were to be manufactured under license by Hindustan
Aeronautics Limited (HAL) with transfer of technology from
Dassault
Mar 13, 2014: On this day, a work share
agreement got signed between HAL and Dassault Aviation under
which they were responsible for 70 per cent and 30 per cent of
the work, respectively, for the 108 Rafale fighter jets.
Aug 08, 2014: On this day, the then
Defence Minister Arun Jaitley informed the Parliament that 18
direct ‘fly-away’ aircraft were expected to be delivered in 3-4
years from signing of the contract. Remaining 108 aircraft to be
delivered in the next seven years.
Apr 08, 2015 : On this day, the
then Foreign Secretary said that detailed discussions were
underway between Dassault, MoD and HAL for concluding the deal
for purchase of Rafale Aircrafts.
Apr 10, 2015: On this day, a new deal
for the acquisition of 36 direct ‘fly-away’ aircraft from France
was announced.
Sep 23, 2016: On this day, an
Inter-governmental agreement was signed by and between India and
France.
Sep 24, 2018 : On this day in a rally,
Rahul Gandhi repeated his earlier recent remark of "CHOR"
(meaning thief) on Narendra Modi, the Prime Minister of India;
he later also said to the team of journalists that "chowkidar ne
Anil Ambani se chori karvaai hai", "Chowkidar chori kar gaya".
Nov 18, 2016: On this day,
the Government informed the Parliament that the cost of each
Rafale aircraft to be approximately Rs 670 crore and that all
aircraft will be delivered by April 2022.
Dec 31, 2016: On this day, Dassault
Aviation’s Annual Report revealed that the actual price paid for
the 36 aircraft was at about Rs 60,000 crore, more than double
the government’s stated price before the Indian Parliament.
Mar 13, 2018: A Public Interest
Litigation (PIL) was filed before the Supreme Court seeking an
independent probe into Centre's (Modi Government) decision to
procure 36 Rafale fighter jets from France and disclosure of the
cost involved in the deal before the Parliament.
Jul 21, 2018: Allegations in the
controversy were also a matter of discussion in the Parliament
of India during a no-confidence motion debate on this day, when
Rahul Gandhi, president of the Indian National Congress, made
bold and direct accusations toward the Prime Minister of India,
Narendra Modi.
Oct 08, 2018: On this day, the
Supreme Court of India agreed to hear a fresh PIL seeking
direction to Centre to file in "sealed cover" the details of the
agreement for buying 36 Rafale fighter Jets.
Oct 10, 2018: The Supreme Court asked
the Centre to provide details of the decision making process in
the Rafale fighter jet deal with France in a sealed cover. The
Centre opposed the PILs in court and sought that they be
dismissed on the ground that they were filed to gain political
mileage.
Oct 24, 2018: On this day, Former Union
Ministers Yashwant Sinha and Arun Shourie and activist-lawyer
Prashant Bhushan moved SC, seeking registration of FIR against
the Rafale fighter jet deal.
Oct 31, 2018: On this day, the
Supreme Court of India asked the Centre to place before it in a
sealed cover within 10 days the pricing details of 36 Rafale
fighter jets.
Nov 12, 2018: The union government
submitted details of its decision-making process in the Rafale
deal, as per the order of the Supreme Court. Filing its
affidavit, the government said that all the requisite steps as
per the requirement of Defence Procurement Procedure 2013 had
been followed.
Nov 13, 2018: Responding to Rahul
Gandhi’s accusation that he was lying about the Rafale deal,
Eric Trappier, CEO of Dassault Aviation, France, hit out at
Rahul Gandhi for calling him a liar, saying inter alia “I don’t
lie; we chose Anil Ambani’s firm by ourselves”.
Nov 14, 2018: The Supreme Court of
India reserved its order on pleas seeking a court-monitored
probe in Rafale deal.
Dec 14, 2018: The Supreme Court in its
judgement said that there was no occasion to doubt the
decision-making process of the Modi government and dismissed all
the petitions seeking direction to the CBI to register an FIR
for alleged irregularities in the jet deal. The bench found no
cause to interfere with the deal and said that the procedure was
‘broadly’ followed.
Dec 20, 2018: On this day, Air Chief
Marshal BS Dhanoa welcomed the Supreme Court verdict on Rafale
jet deal and said the Indian Air Force needs the fighter
aircraft badly.
