Description |
- Despite continued and increased efforts by the
international community, the world drug problem continues to
pose a serious threat to public health, the safety and
well-being of humanity, in particular young people.
- It also poses threat to the national security and
sovereignty of States, and that it undermines socio-economic
and political stability and sustainable development.
- Message of UN Secretary-General, Ban Ki-moon:
- "On this International Day Against Drug Abuse
and Illicit Trafficking, I call on countries and
communities to continue to improve the lives of everyone
blighted by drug abuse by integrating security and
public safety with a heightened focus on health, human
rights, and sustainable development."
- One of the key impacts of illicit drug use on society is
the negative health consequences experienced by its members.
- Drug use also puts a heavy financial burden on society.
- Demographic trends suggest that the total number
of drug users in developing countries would increase
significantly, owing not only to those areas’ higher
projected population growth, but also their younger
populations and rapid rates of urbanization.
- Governments and societies will continue to face
different policy choices when tackling drug-related and
crime-related problems while securing international peace
and development and upholding human rights.
- The pertinent questions to be addressed
and answered by the individual countries to effectuate the
drug controls are as under:
- Designate a lead agency for the control of
illicit activities related to Opioid Analgesics;
- Designate departments authorised to stock Opioid
Analgesics;
- Formulation and imposition of National
laws/regulations governing the distribution,
prescription or dispensing of Opioid Analgesics;
- Formulation and implementation of National policies
or guidelines for the availability of Opioid Analgesics
for medical pruposes;
- Whether or not special governmental license is
needed to prescribe Opioid Analgesics;
- Whether special governmental license is needed to
manufacture, import or trade into Opioid Analgesics;
- Whether a system is in place for the inspection of
authorized persons and enterprises responsible for:
- a. prescription of Opioid
Analgesics
- b. dispensing prescription of
Opioid Analgesics
- c. stocking/storage of Opioid
Analgesics
