Novel Idea to Handle Criminals !
Madhya Pradesh Government has
taken a very novel and wise decision in regard to the treatment to be meted out
to a category of criminals. It has announced that boys found indulging in eve
teasing shall not be issued driving licenses. Not only that, they would also not
be issued passports, and many other government facilities and benefits etc.
which are otherwise available to the citizens, shall be denied to such
criminals. It is certainly a healthy decision and some perverted minds roaming
about in society who take pride in indulging in such heinous activities, shall
be inclined to think about the consequences of their acts before teasing the
females and thereby making their lives difficult, besides inflicting mental and
psychological bruises on their minds. State Police has also been told to prepare
a data-base of such criminals which shall help them to deal with this category
of criminals.
2. In this regard, I would also like to suggest that
this kind of punishment and denial of some facilities etc. should not be limited
to the eve-teasers only. There are thousands of such boys (and some men as well)
who also indulge in chain snatching, pick-pocketing, and kidnapping, rapes and
molestation cases etc. All these kinds of anti-social elements should be given
such punishment, and if driving licenses have already been issued to them, their
documents should be cancelled immediately after verifying the crime committed by
them, and these should not allowed to be renewed for a period of at least two to
three years, as such perverted minds cannot afford to commit such crimes and
also run away in case they are not riding on a bike or driving a car etc. And in
this manner, it shall become difficult for them to give practical shape to their
dirty designs, which are so harmful to the members of fair-sex of the society.
3. Not only Madhya Pradesh, I think, most of the
other states are also suffering due to such kind of dirty activities of many
such anti-social elements and vulnerable girls and women are targeted easily by
them. Therefore, I would like to suggest that other state governments should
also adopt such kinds of innovative methods to award punishment to such
criminals. In Delhi, thousands of these kinds of cases are reported every day,
particularly in new colonies like Dwarka. Hence, while I appreciate the Madhya
Pradesh Government for taking a good decision for the safety of the females, I
would like to request Mrs. Sheila Dikshit, Chief Minister of Delhi, to take
efforts and make a law to this effect immediately, so that the females suffering
from this kind of menace soon get some relief and Delhi becomes a safer place to
live in. Delhi Police should also be advised to prepare a data-base of the
elements indulging in thousands of such cases and show no mercy or leniency
towards this kind of criminals.
4. And lastly, it should also be borne in mind that
it is the constitutional duty of the state governments to take such punitive
actions to make the lives of the criminals difficult and unbearable and that of
the law abiding citizens - easier and comfortable. The remedial and corrective
measures taken by the Government in this direction shall also go a long way in
saving the young girls from the avoidable agony of physical pain and mental and
psychological bruises caused to them by the uncivilized and anti-social elements
of society, who take pride in playing with the modesty of girls and women.
It is also prudent to mention here that real success of these acts shall depend
upon the actual rate of conviction of the criminals, which should be brought at
least to the level of 90% or so, and all this depends upon honesty, zeal and
pragmatic approach of our law-enforcing agencies such as Police and Courts etc.
